Cow slaughter is an act of the grossest type of ignorance.
Bhagavad-gita 14.16 P The Three Modes Of Material Nature
Because of ignorance, people do not perceive that there is a complete state controlled by the Supreme Lord. Every living creature is a son of the Supreme Lord, and He does not tolerate even an ant's being killed. One has to pay for it. So, indulgence in animal killing for the taste of the tongue is the grossest kind of ignorance. A human being has no need to kill animals because God has supplied so many nice things. If one indulges in meat-eating anyway, it is to be understood that he is acting in ignorance and is making his future very dark. Of all kinds of animal killing, the killing of cows is most vicious because the cow gives us all kinds of pleasure by supplying milk. Cow slaughter is an act of the grossest type of ignorance. In the Vedic literature the words gobhih prinita-matsaram indicate that one who, being fully satisfied by milk, is desirous of killing the cow, is in the grossest ignorance.
There is also a prayer in the Vedic literature that states:
namo brahmanya-devaya go-brahmana-hitaya ca
jagad-dhitaya krsnaya govindaya namo namah
"My Lord, You are the well-wisher of the cows and the brahmanas, and You are the well-wisher of the entire human society and world." The purport is that special mention is given in that prayer for the protection of the cows and the brahmanas. Brahmanas are the symbol of spiritual education, and cows are the symbol of the most valuable food; these two living creatures, the brahmanas and the cows, must be given all protection--that is real advancement of civilization. In modern human society, spiritual knowledge is neglected, and cow killing is encouraged. It is to be understood, then, that human society is advancing in the wrong direction and is clearing the path to its own condemnation. A civilization which guides the citizens to become animals in their next lives is certainly not a human civilization. The present human civilization is, of course, grossly misled by the modes of passion and ignorance. It is a very dangerous age, and all nations should take care to provide the easiest process, Krsna consciousness, to save humanity from the greatest danger.
Such sinful heads of state cannot actually be popular at any time.

SYNONYMS
dehinam--to all living entities having a body; atma-vat--as himself; presthah--considering dear; suhrdam--of his friends; nandi-vardhanah--increasing pleasures; mukta-sanga--with persons devoid of all material contamination; prasangah--intimately associated; ayam--this King; danda-panih--a chastising hand; asadhusu--to the criminals.
TRANSLATION
The King will consider all embodied living entities as dear as his own self, and he will always be increasing the pleasures of his friends. He will intimately associate with liberated persons, and he will be a chastising hand to all impious persons. 
PURPORT
The word dehinam refers to those who are embodied. The living entities are embodied in different forms, which number 8,400,000 species. All of these were treated by the King in the same way he would treat himself. In this age, however, so-called kings and presidents do not treat all other living entities as their own self. Most of them are meat-eaters, and even though they may not be meat-eaters and may pose themselves to be very religious and pious, they still allow cow slaughter within their state. Such sinful heads of state cannot actually be popular at any time. Another significant word in this verse is mukta-sanga-prasangah, which indicates that the King was always associating with liberated persons.
In modern civilization, men do not think milk to be important, and therefore they do not live very long.

The Demigods and Demons Declare a Truce
In this verse, the cultivation of bhakti-yoga is compared to many material activities. By friction one can get fire from wood, by digging the earth one can get food grains and water, and by agitating the milk bag of the cow one can get nectarean milk. Milk is compared to nectar, which one can drink to become immortal. Of course, simply drinking milk will not make one immortal, but it can increase the duration of one's life. In modern civilization, men do not think milk to be important, and therefore they do not live very long. Although in this age men can live up to one hundred years, their duration of life is reduced because they do not drink large quantities of milk. 
This is a sign of Kali-yuga. In Kali-yuga, instead of drinking milk, people prefer to slaughter an animal and eat its flesh. The Supreme Personality of Godhead, in His instructions of Bhagavad-gita, advises go-raksya, which means cow protection. The cow should be protected, milk should be drawn from the cows, and this milk should be prepared in various ways. One should take ample milk, and thus one can prolong one's life, develop his brain, execute devotional service, and ultimately attain the favor of the Supreme Personality of Godhead. As it is essential to get food grains and water by digging the earth, it is also essential to give protection to the cows and take nectarean milk from their milk bags.
Vedic civilization gives protection to all the living creatures, especially the cows.

Please accept my blessings. I beg to acknowledge receipt of your letter dated November 24, 1975. Upon seeing the pictures of the doll exhibit I thought it was some of our devotees play acting. This boy Saptaratha Das has done the dolls very very nicely, now make a museum for the public. This doll making was one of the programes of my Guru Maharaja, and the exhibit used to tour India. That same exhibit, although falling apart, is still touring India today and people are appreciating it. So develop this program, I am very pleased with this boys work, encourage him.
Our cows are happy, therefore they give plenty of milk. Vedic civilization gives protection to all the living creatures, especially the cows, because they render such valuable service to the human society in the shape of milk, without which no one can become healthy and strong. In your country the dog is protected, and the cow is killed. The dog is passing stool and urine in the street, he is considered the best friend of man, and the cow is all pure, stool, urine, and milk, but they are taken to the slaughter house and killed for food. What kind of civilization is this. Therefore we have to preach against all this nonsense.

Economic question? That is explained in the Bhagavad-gita, annad bhavanti bhutani. You produce food grain, anna, sufficiently. So there is immense land still. Say, in America, so much land is without any utilization, in Africa, in Australia. They are not being properly utilized. People are complaining, "Overpopulation." Now countries which are overpopulated, they are not allowed to utilize the vacant land, neither people are being trained how to produce food grain.
They are being trained up, technology, to produce motor tire. And nobody is interested to produce food grain. So without taking food grains, they are killing animals, and they are eating, short cut. They do not know killing of animals is sinful activity. This is the... Man is advanced; we can grow food. This killing of animals is for the non-civilized society. They cannot... They do not know how to grow food. They were killing animals. When man is advanced in his knowledge and education, why they should kill? Especially in America, we see so many nice foodstuffs. Fruits, grains, milk. And from milk, you can get hundreds of nice preparations, all nutritious. In our New Vrindaban we are doing that--rabri, pera, burfi. The other farmers are surprised that from milk such nice preparation can be prepared. So instead of teaching them--you Indian, you know how to utilize milk and prepare so many nice preparation,--you are learning how to eat meat. Why? So if you forget your culture and if you become victimized, that is your fault. You should teach them how to utilize milk. And if the cows are kept jubilant, they will deliver double milk. 
They know(non-protected cows), "We shall be killed." They are always depressed. Therefore milk is not properly supplied. So that is stated in the Bhagavad..., er, Srimad-Bhagavatam, that during Maharaja Yudhisthira's time the cows were so jubilant that milk was dropping from the milkbags, so much so that the pasturing grounds became muddy with milk. So if you keep... Killing of cows means utilizing the blood in different form. The milk is also another transformation of the blood. So if you take milk sufficiently and prepare nice foodstuff, then it is equally beneficial like the meat from health point of view. But one must know the..., learn that keep the cow living; at the same time be benefited by the blood. Therefore in the Bhagavad-gita you will find this word krsi-go-raksya. Go-raksya. This animal has to be protected. 
Not other animals it is mentioned. And go, cow. So those who are meat-eaters, they can eat nonimportant animals. But cows should be given protection. This is the instruction. But in the western country the cows are specially being killed. Now the reaction is war, crime, and they are now repentant. And they will have to repent more and more.
Jayatirtha: So the wars and the crime are a direct result of the cow slaughter.
Prabhupada: Oh, yes. Oh, yes. It is a wholesale reaction. All these crises are taking place. They are killing their own child. Own child means that child is criminal; therefore it is being killed within the womb. Nature will take action. Prakrteh kriyamanani gunaih karmani sarvasah. You are not independent. So if you work independently, then you will have to suffer. The law of nature is there. You cannot avoid it. If you infect some disease, you must suffer from the disease. You cannot avoid it. This is the law of nature. Law of nature is working in such a way that as you are infecting... Karanam guna-sangah asya sad-asad-janma-yonisu. Find out this verse. Why there are varieties of life. One is tree, one is cat, one is dog, one is human being, one is blind, one is lame, one is educated, one is foolish--why? Why the difference, varieties? And that is answered in the Bhagavad-gita, karanam guna-sango 'sya: "As you are infecting the modes of material nature, you are getting your birth." Otherwise, how you can explain by nature there are so many varieties of life, 8,400,000 species of life?
Jayatirtha: You mentioned several times that those persons who are guilty of abortion, then they also enter a womb, but they never leave it alive. They're also killed within the womb.
Prabhupada: Yes. That means... That child is killed means it must take another birth. Again in the womb it will be killed. Again another womb. This is going on. Mudha janmani janmani. It is stated in the Bhagavad-gita, "Birth after birth they will be put into the darkness of life."

akhyahi--just let me know; vrsa--O bull; bhadram--good; vah--for you; sadhunam--of the honest; akrta-agasam--of those who are offenseless; atma-vairupya--deformation of the self; kartaram--the doer; parthanam--of the sons of Prtha; kirti-dusanam--blackmailing the reputation.
TRANSLATION
O bull, you are offenseless and thoroughly honest; therefore I wish all good to you. Please tell me of the perpetrator of these mutilations, which blackmail the reputation of the sons of Prtha.
PURPORT
The reputation of the reign of Maharaja Ramacandra and that of the kings who followed in the footsteps of Maharaja Ramacandra, like the Pandavas and their descendants, are never to be forgotten because in their kingdom offenseless and honest living beings were never in trouble. The bull and the cow are the symbols of the most offenseless living beings because even the stool and urine of these animals are utilized to benefit human society. The descendants of the sons of Prtha, like Maharaja Pariksit, were afraid of losing their reputations, but in the modern days the leaders are not even afraid of killing such offenseless animals. Herein lies the difference between the reign of those pious kings and the modern states ruled by irresponsible executive heads without knowledge of the codes of God.
Indeed, one who kills a cow must suffer for as many years as there are hairs on the body of a cow.

annam--food; caranam--of those that move on wings; acarah--the nonmoving (fruits and flowers); hi--indeed; apadah--the living entities without legs, like the grass; pada-carinam--of the animals who move on legs, like the cows and buffalo; ahastah--animals without hands; hasta-yuktanam--of the animals with hands, like the tigers; dvi-padam--of human beings, who have two legs; ca--and; catuh-padah--the four-legged animals like the deer.
TRANSLATION
By nature's arrangement, fruits and flowers are considered the food of insects and birds; grass and other legless living entities are meant to be the food of four-legged animals like cows and buffalo; animals that cannot use their front legs as hands are meant to be the food of animals like tigers, which have claws; and four-legged animals like deer and goats, as well as food grains, are meant to be the food of human beings.
PURPORT
By nature's law, or the arrangement of the Supreme Personality of Godhead, one kind of living entity is eatable by other living entities. As mentioned herein, dvi-padam ca catus-padah: the four-legged animals (catus-padah), as well as food grains, are eatables for human beings (dvi-padam). These four-legged animals are those such as deer and goats, not cows, which are meant to be protected. Generally the men of the higher classes of society--the brahmanas, ksatriyas and vaisyas--do not eat meat. Sometimes ksatriyas go to the forest to kill animals like deer because they have to learn the art of killing, and sometimes they eat the animals also. Sudras, too, eat animals such as goats. Cows, however, are never meant to be killed or eaten by human beings. In every sastra, cow killing is vehemently condemned. Indeed, one who kills a cow must suffer for as many years as there are hairs on the body of a cow.
Manu-samhita says, pravrttir esa bhutanam nivrttis tu maha-phala: we have many tendencies in this material world, but in human life one is meant to learn how to curb those tendencies. Those who desire to eat meat may satisfy the demands of their tongues by eating lower animals, but they should never kill cows, who are actually accepted as the mothers of human society because they supply milk. The sastra especially recommends, krsi-go-raksya: the vaisya section of humanity should arrange for the food of the entire society through agricultural activities and should give full protection to the cows, which are the most useful animals because they supply milk to human society.

They are so expert that if there is still little milk, take it before her death. Is that civilization, that you are taking milk...? So Vedic civilization is as you are drinking milk from the cow, she's your mother. Actually she's mother. But what is this civilization, killing mother? Hm? Is that civilization? Take from mother whatever she can deliver up to the last drop of milk, and then kill her. Advanced civilization, scientific. Killing scientifically. This is not civilization.

Therefore according to Vedic civilization, there are seven mothers. So you cannot kill your mother. That is not very good philosophy. And who can deny, "The cow is not mother"? Who has got this audacity? You are drinking milk in the very morning. Christ says, "Thou shall not kill?--wholesale killing stop." And the Vedic literature is little liberal. It does not say, "Thou shall not kill," but, "You shall not kill at least cow." But the wholesale stop is not possible. The Vedic wisdom knows that. But you shall not kill at least cow. That is civilization. And the Christians are maintaining thousands of slaughterhouse. Is that very good proposal?

Now if you are willingly killing cows and so many animals, so how much we are being responsible? Therefore at the present moment there is war, and the human society becomes subjected to be killed in mass massacre--the nature's law. You cannot stop war and go on killing animals. That is not possible. There will be so many accidents for killing. The wholesale kill. When Krsna kills, He kills wholesale. When I kill--one after another. But when Krsna kills, they assemble all the killers and kill. Therefore there is atonement in the sastras. Just like in your Bible also there is atonement, confession, paying some fine. But after performing atonement, why people commits the same sin again?

sri-bhagavan uvaca--the Supreme Personality of Godhead said; imam--this; vivasvate--unto the sun-god; yogam--the science of one's relationship to the Supreme; proktavan--instructed; aham--I; avyayam--imperishable; vivasvan--Vivasvan (the sun-god's name); manave--unto the father of mankind (of the name Vaivasvata); praha--told; manuh--the father of mankind; iksvakave--unto King Iksvaku; abravit--said.
TRANSLATION
The Blessed Lord said: I instructed this imperishable science of yoga to the sun-god, Vivasvan, and Vivasvan instructed it to Manu, the father of mankind, and Manu in turn instructed it to Iksvaku.
PURPORT
Herein we find the history of the Bhagavad-gita traced from a remote time when it was delivered to the royal order, the kings of all planets. This science is especially meant for the protection of the inhabitants, and therefore the royal order should understand it in order to be able to rule the citizens and protect them from the material bondage to lust. Human life is meant for cultivation of spiritual knowledge, in eternal relationship with the Supreme Personality of Godhead, and the executive heads of all states and all planets are obliged to impart this lesson to the citizens by education, culture and devotion. In other words, the executive heads of all states are intended to spread the science of Krsna consciousness so that the people may take advantage of this great science and pursue a successful path, utilizing the opportunity of the human form of life.
In this millennium, the sun-god is known as Vivasvan, the king of the sun, which is the origin of all planets within the solar system. In the Brahma-samhita it is stated:
yac-caksur esa savita sakala-grahanam
raja samasta-sura-murtir asesa-tejah
yasyajnaya bhramati sambhrta-kala-cakro
govindam adi-purusam tam aham bhajami
"Let me worship," Lord Brahma said, "the Supreme Personality of Godhead, Govinda [Krsna], who is the original person and under whose order the sun, which is the king of all planets, is assuming immense power and heat. The sun represents the eye of the Lord and traverses its orbit in obedience to His order."
The sun is the king of the planets, and the sun-god (at present of the name Vivasvan) rules the sun planet, which is controlling all other planets by supplying heat and light. He is rotating under the order of Krsna, and Lord Krsna originally made Vivasvan His first disciple to understand the science of Bhagavad-gita. The Gita is not, therefore, a speculative treatise for the insignificant mundane scholar but is a standard book of knowledge coming down from time immemorial.
In the Mahabharata (Santi-parva 348.51-52) we can trace out the history of the Gita as follows:
treta-yugadau ca tato vivasvan manave dadau
manus ca loka-bhrty-artham sutayeksvakave dadau
iksvakuna ca kathito vyapya lokan avasthitah
"In the beginning of the Treta-yuga [millennium] this science of the relationship with the Supreme was delivered by Vivasvan to Manu. Manu, being the father of mankind, gave it to his son Maharaja Iksvaku, the king of this earth planet and forefather of the Raghu dynasty in which Lord Ramacandra appeared." Therefore, Bhagavad-gita existed in the human society from the time of Maharaja Iksvaku.
At the present moment we have just passed through five thousand years of the Kali-yuga, which lasts 432,000 years. Before this there was the Dvapara-yuga (800,000 years), and before that there was Treta-yuga (1,200,000 years). Thus, some 2,005,000 years ago, Manu spoke the Bhagavad-gita to his disciple and son Maharaja Iksvaku, the king of this planet earth. The age of the current Manu is calculated to last some 305,300,000 years, of which 120,400,000 have passed. Accepting that before the birth of Manu, the Gita was spoken by the Lord to His disciple, the sun-god Vivasvan,a rough estimate is that the Gita was spoken at least 120,400,000 years ago; and in human society it has been extant for two million years. It was respoken by the Lord again to Arjuna about five thousand years ago. That is the rough estimate of the history of the Gita, according to the Gita itself and according to the version of the speaker, Lord Sri Krsna. It was spoken to the sun-god Vivasvan because he is also a ksatriya and is the father of all ksatriyas who are descendants of the sun-god, or the surya-vamsa ksatriyas. Because Bhagavad-gita is as good as the Vedas, being spoken by the Supreme Personality of Godhead, this knowledge is apauruseya, superhuman. Since the Vedic instructions are accepted as they are, without human interpretation, the Gita must therefore be accepted without mundane interpretation. The mundane wranglers may speculate on the Gita in their own ways, but that is not Bhagavad-gita as it is. Therefore, Bhagavad-gita has to be accepted as it is, from the disciplic succession, and it is described herein that the Lord spoke to the sun-god, the sun-god spoke to his son Manu, and Manu spoke to his son Iksvaku.
But in the age of Kali, the sudra class of men are in the posts of administrators, and the cows and bulls, or the mothers and the fathers, unprotected by the vaisyas, are subjected to the slaughterhouses organized by the sudra administrators.

TRANSLATION
Suta Gosvami said: After reaching that place, Maharaja Pariksit observed that a lower-caste sudra, dressed like a king, was beating a cow and a bull with a club, as if they had no owner.
PURPORT
The principal sign of the age of Kali is that lower-caste sudras, i.e., men without brahminical culture and spiritual initiation, will be dressed like administrators or kings, and the principal business of such non-ksatriya rulers will be to kill the innocent animals, especially the cows and the bulls, who shall be unprotected by their masters, the bona fide vaisyas, the mercantile community. In the Bhagavad-gita (18.44), it is said that the vaisyas are meant to deal in agriculture, cow protection and trade. In the age of Kali, the degraded vaisyas, the mercantile men, are engaged in supplying cows to slaughterhouses. The ksatriyas are meant to protect the citizens of the state, whereas the vaisyas are meant to protect the cows and bulls and utilize them to produce grains and milk. The cow is meant to deliver milk, and the bull is meant to produce grains. But in the age of Kali, the sudra class of men are in the posts of administrators, and the cows and bulls, or the mothers and the fathers, unprotected by the vaisyas, are subjected to the slaughterhouses organized by the sudra administrators.
